I actually don't disagree with this take at all.
But in the spirit of "working with where we are", eliminating the filibuster is a good start. I'd be using Article Five a whole hell of a lot if possible. I don't frankly see the need for the senate, if the House were more representative. Eliminate the "cap" and instead put a number on how many persons per representative, and the body would function quite well.
Another good start would be an amendment that allows general citizens to put measures on the ballot if they can gather sufficient signatures.
