I was unaware of this proposal, now I got some research to do :D

On it's surface, it seems like a good idea. bookmarked, and I'll comment further. It's very similar to what I had in mind in a couple of my earlier articles, and I can see (vaguely) several ways to work basic income into such a proposal.
