I would argue against this. And I'm an avid shooter.
In the kind of warfare we're likely to face, the gun is a liability.
Ammo is limited, which is true for them too. But more importantly, guns are loud and require that you be fully engaged, mentally, physically, and competently to use them. Dabblers are going to get creamed if that sort of confrontation occurs.
Note that I'm all for training. If that sort of revolution comes, there will be plenty of guns on the ground.
