This was a proposal based on GBI, which would indeed apply to all citizens, but woudl be means-tested.

I see it as a gateway to a UBI. Something that could be sold as an experiment.

One thing about conservatives that's consistent: Once a thing is in place they'll fight for it as hard as they fought against it.
