As for the name, I think something like Citizen's dividend, or something of that nature would be more palatable to the general populace.

I am uncertain about how to handle it for non-citizens, and think it should likely be handled by a different program with a path to citizenship.

I've gone in to a lot more detail of the mechanics in other articles, this one was deliberately over-broad and simple.
